
Customs Valuation determines import price for Lithium Ion Battery
The Directorate General of Customs Valuation has fixed the customs import value of Lithium Ion Battery under section 25A of the Customs Act-1969 for the assessment of duty and taxes for three different categories. This value does not apply to Lithium-ion Batteries meant for Mobile phones, Laptops, Tablets, and similar devices.
The valuation ruling No.1964/2025 has been issued by DG Customs Valuation, Govt. of Pakistan, on 29-01-2025. According to the notification, Lithium Ion Batteries (IP-20) of all origins are fixed at USD 7/Kg and 70/KW, Lithium Ion Batteries (IP-21) at USD 8/Kg and 80/KW, and Lithium Ion Batteries (IP-65) at USD 9/Kg and 90/KW. The PCT Code is 8507.6000 for all categories.
In case the declared value or values in the invoice retrieved from the consignment, as the case may be, are higher than the customs values determined in this valuation ruling, the assessment shall be made on higher values in terms of subsection (l) of Section 25 of the Customs Act, 1969.
In the case of consignments imported by air, the difference between air freight and sea freight shall be added for the assessment of value. The VR shall be applicable for the description and specifications of goods as mentioned in the table. HS Codes are mentioned for illustrative purposes. The Collectorates of customs shall ensure the implementation of VR, and in case of any anomaly, it may be brought to the notice of this Directorate immediately.
According to the notification, the Directorate received multiple representations from different stakeholders regarding the massive under-invoicing of subject goods by certain importers. In pursuance of the analysis of import data, current market trends, and the difference in market prices and customs values, an exercise for the determination of customs values of subject goods was initiated under Sections 25 and 25A of the Customs Act, I 969.
